Hard-coded limit prevents layers from being visible when zoomed in beyond Tile-level 18

Description

Users are unable to define a minimum layer visibility scale (using SetLayerMinVisibleScale) at a very low level (e.g. < 1000), because that setting is overruled by a hard-coded maximum Zoom level limit of 18, even though the user has not specified a maximum Zoom level.

When a Tile layer is loaded, it defines it's own maximum zoom level (generally between 18 or 19). However, if no Tiles are loaded, zooming is being restricted by a layer-imposed limit of 18, even though the maps range-checking will allow for visibility up to zoom level 20.
